It’s been three days since Typhoon Paeng made landfall in Virac, Catanduanes but even though he is almost outside the Philippine Area of Responsibility (PAR), he is still devastating North Luzon, specifically us here in the Cordilleras.

Several road accidents, fallen trees, and tree branches were reported, aside from the usual reports of farmers doing their best to salvage their crops. Power is also out for more than 24hrs in most areas. (You may visit Beneco – Benguet Electric Cooperative FB page for more info regarding the power outage.)

In times like this, people like me, who have work to finish, rush to coffee shops or malls to try to finish our work and charge our gadgets. But since we’re a tourist spot, and it so happens that it’s a long holiday because of ‘All saints day,’ most tourists also flock to our malls to at least make their stay worth it while we are all in the midst of the clouds.

I, almost always, rush to my not-so-secret place; the warmest restaurant I know in the City of Pines. Ranee House of Curry is located on the outskirt of town, near The Mansion and Hotel Elizabeth. Aside from their savory food and superb customer service, they have a genset or generator that powers their restaurant that they gladly offer, to both tourists and locals, to charge their gadgets and use their WI-FI free of charge.

LAGAWE, Ifugao , Philippines – The Ifugaos’ traditional and unique way of honoring their dead – known as bogwa – seems to be vanishing. Today, locals say only few Ifugao natives perform the ritual, given the changes in burial practices and modern cemeteries. Natives have also begun leaving to settle in urban areas. Bogwa is the practice of exhuming the bones of the dead, cleaning and rewrapping them after a year or more depending on necessity and returning them to the grave or lubuk. It is considered one of the most expensive rituals of the Ifugao natives as animals have to be offered during the three days it is being performed. But being a family responsibility to honor a deceased loved one, it is being done as the Ifugaos do not observe All Saints’ Day and All Souls’ Day like most Filipinos. Marcos Bantiyan, former vice mayor of Hingyon town, said bogwa repeats the usual burial ceremonies when an Ifugao dies, except this time without expressions of grief. “It’s more on feasting rather than mourning, pigs and carabaos will be offered for three days to appease the spirits of the dead,” Bantiyan said. According to Bantiyan, the Ifugaos believe bogwa is necessary so those left behind will prosper and live in peace with the spirits of their departed loved ones. It is also the Ifugaos’ way of showing love and valuing what their deceased loved ones have done for them, Bantiyan said. Apo Daniel Himayod, now 80 and who has served as a traditional mumbaki (pagan priest), said bogwa is also needed if any member of the family keeps on dreaming of their departed loved ones, if a widow or widower wishes to remarry or if the family has been experiencing sickness without knowing the reason. Himayod said as a mumbaki, he believes that sometimes sickness could be caused by the displeasure of spirits of the departed. During the first day of the three-day ritual, mumbakis and other tribal elders including gong beaters will perform the gohwat in the morning by taking out the remains from the gungat (traditional burial chamber) or urn, cleaning the bones, arranging them in proper position and wrapping them in traditional woven cloth called gamong before bringing them to a residence for bogwa. The second day is called kadwa where immediate family members continue to prepare food and drink (rice wine) for visitors who attend the ritual, since the invitation for bogwa is open not only within the village but even outside the community. At 3 p.m. in the afternoon of the katlu or third day of the ritual, the bones are brought back to the grave with gong accompaniment, with the skull positioned facing the opening of the gungat. Animals like pigs are butchered every day of the bogwa, with some specific parts of the slaughtered animals given to relatives of the deceased as a sign of kinship, while the rest of the meat is cooked and served to the people joining the wake. “In some cases, bogwa is more expensive than marriage because of the presence of people who attend the wake for three days and two nights,” Himayod said. Himayod said traditionally, early Ifugaos did not embalm their dead or place the body inside coffins and thus, the corpse decayed fast and was ready for bogwa after a year. “In the Ifugao original practice, the dead was wrapped in a traditional blanket called bay-yaung and placed in a sitting position called hangdel, but now, the dead are embalmed and buried in coffins,” Himayod said. Because of the embalming practices, Himayod said the cadaver is still intact even after three to five years and when bogwa is performed, the bones have to be separated forcibly from the remaining flesh as a requirement for cleaning. “I usually perform baki (pagan prayer) during those days but now, different religious sectors are participating by praying and singing religious songs during bogwa instead of baki and hudhud,” Himayod added. Aside from bogwa, one of the fast disappearing practices of the Ifugao is the multi-chambered burial site called gungat. Alongside preparation of the terraces centuries ago was the gungat, the original lubuk (cemetery) of the Ifugao engineered by the ammod (forebears) for their kinsmen. Bantiyan, whose family owns a gungat in Hingyon town, said a typical gungat has a small entrance and tunnel leading to the burial chambers, each containing bones of the departed descendants with space enough for kinsmen of the family that owns the burial place. But according to tradition, only the kadangyan or wealthy families have the right to be buried in gungat, while ordinary people will be buried near their abung or traditional house. Every first of November, Sagadanians gather at the cemetery to remember their departed loved ones. But instead of lighting traditional candles, they use woods of old pine trees locally called “saeng”. a flammable wood from old pine trees, to create bonfires on the graves. to an old ritual they call it “Panag-apoy” a Kankana-ey term that means “to light a fire” a tradition long been practiced in Sagada, Mountain Province.

Philippine president Ferdinand Marcos Jr. has named Lieutenant General Rodolfo Azurin Jr. as the new Philippine National Police (PNP) Chief. PSB

President Ferdinand Marcos Jr. has appointed Lt. Gen. Rodolfo Azurin Jr. as the new chief of the Philippine National Police, Press Secretary Trixie Cruz-Angeles said on Monday.

A graduate of the Philippine Military Academy (‘Makatao’ Class of 1989), Azurin is currently the commander of the Northern Luzon Police Area composed of the regions of Ilocos (Region 1), Cagayan Valley (Region 2), Central Luzon (Region 3) and the Cordillera Administrative Region.

President Ferdinand Marcos Jr. named Azurin as the 28th chief of the PNP.

Azurin was also the former commander of the Southern Luzon Police Area which includes the regions of Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) – Region 4-A; Mimaropa (Mindoro, Marinduque, Romblon, Palawan) – Region 4-B and Bicol (Region 5).

Azurin is a well-rounded police officer, having served the PNP in various capacities, both in police operations and administrative work.

He held star-rank positions in Camp Crame as director of the Directorate for Comptrollership (DC) as well as the Directorate for Information and Communication Technology Management (DICTM).

As a newly-promoted police general, Azurin as served director of the Maritime Group and later as the regional director of Police Regional Office 1 in Ilocos.

As a middle-grade police officer, Azurin served as the provincial director of Benguet Province. He also served as the Chief Task Force Limbas of the Highway Patrol Group (HPG) and was also the Deputy Operations Officer of the Presidential Anti-Organized Crime Task Force (PAOCTF).

As a junior officer, Azurin was assigned to various field units and offices that include the following: 1st Special Action Company in Parang, Maguindanao; 231st Philippine Constabulary (PC) Company in Quezon Province; Police Aviation Security Command — currently the Aviation Security Group (AVSEG); Criminal Investigation Service Command — currently the Criminal Investigation and Detection Group (CIDG); Office of Internal Security (OIS); Department of Interior and Local Government (DILG); Health Service; Police Community Relations Group — currently the Police Community Affairs and Development Group (PCADG); as well as the Directorate for Personnel and Records Management (DPRM).

Azurin was born on April 24, 1967, in Paniqui, Tarlac, and was raised in La Trinidad, Benguet. He is married to Mary Grace Lino and has three children: Martin, Ninna, and Aaron.

In a statement, the PNP vowed its full support to Azurin’s leadership.

“Under PLtGen Azurin’s direction, we assure the public that our police force will sustain its momentum to carry out PNP’s mission and to deliver its mandate with utmost integrity, credibility, and professionalism, all for the safety and protection of our Filipino people,” PNP public information office chief, Brig. Gen. Roderick Augustus Alba said.

Baguio City hopes that the Loakan Airport will be operational for commercial flights this December.

The Loakan Airport in the city of Baguio may be catering domestic flights starting December this year pending the complete rehabilitation and upgrading of the airport.

The Department of Transportation (DoTr) has assured city government officials of the rehabilitation and upgrading of the airport to meet the operational requirements of domestic flights.

According to the DoTr and Civil Aviation Authority of the Philippines (CAAP), a P68 million budget will be allocated for the rehabilitation of the airport terminal and the installation of an Instrument Landing System (ILS) that guides pilots in maneuvering airplanes in and out of the airport even in bad weather conditions.

CAAP will also renovate the runway by extending the length by at least 100 meters and installing a drainage system.

They will also remove 35 natural obstructions that have been identified as being within the buffer zone.

The city government reminded residents within the airport’s buffer zone to voluntarily remove their structures or let the city government demolish them.

About 110 structures within the declared 150-meter buffer zone of the Loakan airport have already been issued demolition notices by the City Buildings and Architecture Office (CBAO) as part of the local government’s efforts to free the airport from obstacles that will give way to its opening for commercial operation.

Built in 1934, Loakan Airport serviced domestic flights until the July 1990 earthquake. Currently, the airport only services charter and military flights on demand.

A miner died after being allegedly stabbed by his father-in-law in Tuba, Benguet around 3am this morning.

The victim was identified as Reynante Balusdan Killip, native of Kibungan and resident of Purok 12, Apugan, Irisan, Baguio City.

The suspect was identified as Joey Madome, a miner and native of Hingyon, Ifugao.

According to Tuba MPS, the victim and the suspect were having a drink in the area when they got into a heated argument.

The suspect allegedly took a bolo knife and committed the crime.

A manhunt operation is currently underway for the arrest of the suspect.

This is an ongoing investigation.

BAGUIO CITY – Jeepney drivers are appealing to the concerned government agency for higher fares following the increase in petroleum product prices today.

In an interview with a local radio station, Pat Evangelista, president of a transport group in the Cordillera and Region 1, said less than two weeks later, the price of petroleum products has gone up significantly.

Therefore, he insisted that the one peso increase in fares is not enough.

The official also added that if fares are not raised in the next six months, jeepney drivers will not be able to provide for their families.

According to Evangelista, drivers are more burdened by the expensive charges when taking the fare matrix.

He mentioned that not all jeepney drivers are charging additional fares as only 60% have got the fare matrix.

Evangelista also thanked the passengers who are paying properly and those who are no longer taking their coins as it is a big help to them.

Apart from the fare hike, the transport group is also asking the government for housing for drivers, insurance, and medical assistance.

While the IHL protects those who do not take part in fighting, there are these opportunists who take advantage of the situation as well as our IPs.

As we commemorate both the National Indigenous Peoples (IP) Day and International Humanitarian Law (IHL) Day, we are always reminded to be cognizant on the inherent rights of every person particularly when an armed conflict arises especially in Indigenous Cultural Communities (ICCs). While the IHL protects those who do not take part in fighting, there are still these opportunists who take advantage of the situation as well as our IPs.

As we all now know and aware of, the CPP-NPA-NDF is grossly violating human rights provision not only to our IPs but also to our innocent “kababayans”. Take the case of the Absalon cousins who died due to their barbaric terroristic acts with the use of anti-personnel mines in Masbate City last June 06, 2021.

Another violation is the illegal recruitment of young IPs to fight in war and more often placed on the front lines to fight government forces. As contained in the Additional Protocol I of 1977, Article 77 of the IHL, children under 15 years of age shall not be recruited into armed groups and not allowed to take part in the fighting.

In situations of armed conflict especially in ICCs such as we, the Cordillerans, the Aetas, the Lumads, etc, family problems become magnified. Needs of children are multiplied and complexity sets in. Presence of males armed with guns becomes a usual sight. IP children do not mind at all the sounds of helicopters hovering in mid-air or even the exchange of gunfire. IP children already at the edge of their health, especially during this pandemic, are often driven from their homes and cry out for emergency care. IP children from armed conflict areas witness how family members are being killed. Because of armed conflict, families are left with no choice but to leave their communities to avoid being caught in the crossfire. This displacement leaves psychological wounds in the affected tribes.

What do these terrorists care about these IPs and their families? As long as they kill and kill people, they won’t even lift a finger to help these IPs who are unwilling victims in armed conflict. The CPP-NPA-NDF doesn’t even give a damn on what the effects of armed conflict do to the IPs.

A few studies have been conducted on the effects of armed conflict on the minds and emotions of IPs. Let me cite a few: In ICCs exposed to armed conflict, children in these areas grew accustomed to violence. These children learned to be suspicious of strangers. They became fearful of their surroundings and worst, they even grew up with a sense of helplessness.

I hope THEY get to read this; I do not think the CPP-NPA-NDF was ever on the side of our fellow IPs, all they think of are themselves only. If you do not want to recognize our government, fine, but at least respect our laws that protect our IPs and our “kababayans”.
