Maynah Josephine Lourellen Borja-Erece as a model standing at 5’8″ always turns heads when she enters a room. Her stature is carried with the poise and balance from many years of classical ballet training and blessed with a face that literally could launch a thousand ships.

She is an accelerated academic scholar about to graduate from not just one but two bachelor degrees at the same time- A Bachelor of Science in Psychology (magna cum laude) and a Bachelor of Arts in Creative Writing (magna cum laude) in Australia. Like her brother, Maynah has genius level talent but unlike him, she is focusing it on her artistic side, particularly in writing, dance , choreography and musical productions. She is a martial artist, model, actress, dancer, choreographer, musical producer and author. At 18, she was a presenter and advised gifted and talented academic experts worldwide during the 2019 World Conference of the World Council for Gifted and Talented Children in Vanderbilt University, USA about misconceptions on academic experiences of twice gifted children in a peer reviewed presentation titled: Yes, Dad. I can hear you! I’m choosing to ignore you.

Maynah is keeping herself busy and is launching her first book in December 2022 titled Three Worlds and her first musical production in May 2023. Details in the Society M3 website.

The 28th Chief, PNP.

Police General Santos Azurin, Jr is the 28th Chief of the Philippine National Police (CPNP), taking charge of the 250,000-strong police force on August 3, 2022. Born April 24, 1967, in Paniqui, Tarlac, he spent his formative years in La Trinidad, Benguet. He received his primary education at Benguet State University and later at Saint Louis Boys High in Baguio City. Azurin is married to Mary Grace Lino, and they have three children named Martin, Ninna, and Aaron. He graduated from the Philippine Military Academy, joining the “Makatao” Class of 1989, and holds a Master’s degree from the University of the Philippines, Baguio Campus.

In a study, Leyaley RVG (2016) concluded that Igorots follow INAYAN as a principle for achieving a peaceful and progressive life. Inayan encompasses values such as respect, love, and peace while forbidding harm to others. It promotes peaceful conflict resolution by relying on traditional practices and legal settlements. Putting forward this study will be discussed in the succeeding paragraphs in the form of policing concept application, which is significantly impacted by culture and values. In retrospect, the author of this paper contends that an individual’s upbringing of cultural and family values significantly shapes one’s decision-making and policy formation.

In the policing realm, PGen Azurin’s flagship program for the PNP is aligned with the “inayan” concept, employing the MKK=K (“Malasakit + Kaayusan + Kapayapaan = Kaunlaran”) framework. Translating COP=Progress (Compassion + Order + Peace leads to Progress) is the basis for his nationwide policing approach, which emphasizes transparent police operations incorporating the Filipino value of “MALASAKIT” to earn the people’s trust and support. This enables the establishment of a sustainable “KAAYUSAN” within the communities and ensures the safety of “everyJUAN,” who can walk the streets, and goes to school and work without fear. It shows that when peace and security are attained, “everyJUAN” will experience “KAPAYAPAAN,” which entails a life without conflict.

By embodying “malasakit” and working towards “kaayusan”, Filipinos’ desire for “kapayapaan” is attainable, along with progress and development for the country. This echoes President BBM’s ambition of “KAUNLARAN” – “At sa pangarap na maging mas masinang ang kinabukasan natin at ng ating mga anak, ang pangarap niyo ay pangarap ko!”

However, like Newton’s Third Law of Motion, every action has an equal and opposite reaction. PGen Azurin’s policing framework has received criticism from some sectors, most notably from former CPNP and current Senator Ronald “Bato” Dela Rosa, who believes that the employed concept lacks the necessary aggressiveness (kulang sa asim) to deter criminals from committing heinous crimes. While police officers should be proactive, Senator Bato’s framing of his idea carries a deeper meaning. PGen Azurin’s approach is grounded in 21st Century Policing, where “trust” is critical for maintaining the relationship between law enforcement and the people they serve in a democratic society. Trust is crucial for community stability, the integrity of the justice system, and the safe and effective delivery of policing services. Extensive research and practical experience validate that individuals are more likely to follow the law when they perceive that those enforcing it have legitimate authority. The public only grants legitimacy to individuals who act procedurally justly, which is essential in building trust and legitimacy.

Another line of thought, as in leadership, is demonstrated that people and organizations are managed in various ways. To succeed in any organization, it is essential to know the different leadership styles and when to use them; in the two concepts and strategies mentioned above, only time will tell which police leadership style and concept has prevailed in their given time.

Clearly, the indigenous perspective of “inayan” has been conceptualized within a policing framework (MKK=K) and bolstered by President BBM’s policy direction, reflecting common democratic values. This approach has been tested in a practical situation affecting government policies. PNP Chief Azurin argued against killing criminals, stating that the police should investigate crimes, identify suspects, file complaints, and ensure jail time for criminals rather than resorting to violence. This policing framework reinforces the PNP’s valid mandate, which is to prevent and solve crimes, and motto, “to serve and protect”; a framework following the law or operating under the rule of law, all consistent with the 1987 Philippine Constitution and International Law.

Arguably, the success of the war on drugs hinges on the PNP Quad Concept operating in synergy. Integrating intelligence, operations, investigation, and community policing is crucial, resulting in a higher likelihood of success without resorting to violence or violating laws. When executed procedurally justly, high legitimacy rises in the community’s perception, trust, and support towards the police follow. This approach upholds moral and ideal standards while achieving operational objectives. In Azurin’s leadership and concept, the drug war’s new face is aggressive but bloodless, in line with the rule of law, employing search warrant operations and inter-agency operability as the norm.

On the other hand, like his predecessors, Azurin has intensified the fight against corrupt police officers to enhance the PNP’s organizational legitimacy. The PNP is committed to continuing its efforts to clean up its ranks to reinforce public trust. For police commanders who do not comply, the command responsibility policy is imposed and will be replaced by competent officers to instill discipline within the organization. Further, Azurin’s move caused 956 senior-ranking officers (colonels and generals) to file their courtesy resignation to the President of the Republic, seeking to purge the PNP’s ranks. A five-member committee has been assigned to evaluate high-ranking police officers who have submitted courtesy resignations to determine their possible involvement in the drug trade following due process. Critics have called attention to policy and organizational gaps, with Richard Heydarian lamenting that “there is clear recognition that things were not working under the previous administration concerning the rule of law, public safety, and addressing the drug issue.”

Police General Azurin’s policing approach is designed to align with the current trend, the new generation’s mindset, and the laws in place. In less than four weeks, the 28th CPNP will be hanging off his police uniform after three decades of service in the PNP organization. It is interesting to note that he has been a leader who values his men’s morale and welfare and prioritizes family concerns while always seeking to challenge the status quo within the PNP (factors hampering the transformation program) to promote a more progressive PNP organization in the fight against crime, drugs, and terrorism. Whether his initiatives align with 21st Century Policing standards and are effective on the ground objective of the PNP PATROL Plan 2030 remains to be seen, and only the passage of time will reveal. However, it is evident that Azurin’s approach is a CSOP strategy in action synergized by cultural values.

Our “Carrotman of the Philippines”, Mr. Jeyrick Sigmaton Won as the Best actor for the International Film Festival Manhattan Autumn 2021 in New York (IFFM) for our short film “DAYAS”. In the history of the IFFM New York, it is the first time that a Cordilleran won as the Best Actor in the Short film Category. Jeyrick won together with Philippine Veteran actress Janice De Belen as Best Actress for their film “Wounded Blood” and bested his co-nominee, actor Angelo Reyes (USA) from the film “21st Colonial” for the Best Actor Category.

IFFM offers a quality selection of world-class films showcasing it in theaters in Manhattan New York City, USA. They feature a collection of various works in different genres like narrative features, documentaries, student films, and short films. DAYAS was chosen as an official selection of the Short film category where it competed against works of both new and upcoming directors as well as veteran directors with known actors all over the world, surprisingly, Dayas’ Jeyrick Sigmaton won as the Best Actor for the said category. Indeed, this is a win for Dayas and the whole cordillera. This feat would not be possible if not for the collective effort and passion poured by everyone who are part of this film.
A brainchild of Scriptwriter and Director Direk Jianlin De Los Santos Floresca, Dayas explores the lives of small-scale miners of Itogon Benguet. An introspection to the lives of “Bantay”, Jeyrick Sigmaton, and “Hakob”, Kel Vicente Aguilan in response to the challenges of the changing times, the continuation of beliefs and traditions, and an unforeseen tragedy.

Through the direction of Direk Jianlin the threads of passion were weaved in DAYAS, taking our Cordilleran actors under her wing, molding them to embody the soul of our predecessors to tell our story. With the expertise of Director of Photography Direk Pete Mariano, Publicist Mel Navarro, Coordinating director Ms. Jinky Lontoc, Editor Mr. Elmer Diga, and the determination of all the Sine Cordillera and Be Unrivaled Productions Casts and Production Team, we were able to create a product worthy of International Recognition.

It is only just to recognize the characters who were instrumental in supporting and bringing out the best of ‘Bantay” Jeyrick Sigmaton. We are so proud to have been given the opportunity to further nurture the talents of our Cordilleran casts, Mr. Kel Vicente Aguilan, Frances Kate Mandanes, Christopher John Baniaga, Joan Solang, Benjamin Galletes, March Rejhael Balan-eg, Rholeen Jhay Cayacay, Trisha Joyce Dacanay, Rod Joeffrey Clemente, Wilfredo Pascua, Basilio Falisong Jr., and Kapt. Peter Wasing. We also thank the Singing Mineros, Kurt Jeo Solar, Azure Altaki, and Jaymoh Javier for strengthening the essence of our Cordilleran identity through their music as the composers of the Official Sound Tracks of DAYAS.

Tinoc Highest Point is the new highest point in the Philippine Highway System, offering stunning views of the Cordillera Mountain Range.

Tinoc Highest Point is the highest point in the Philippine Highway System. A challenging climb, but the views from the top are simply breathtaking.

For decades, the Halsema Highroad Point in Atok, Benguet, has been known as the highest point in the Philippine Highway System. However, that title has now been claimed by Tinoc Highest Point, a point on the Kiangan-Tinoc-Buguias Road in Tinoc, Ifugao.

The Department of Public Works and Highways (DPWH) announced on February 26, 2019, that Tinoc Highest Point has an elevation of 2,428.66 meters (7,968.0 feet) above sea level, which is 568.07 meters (1,731.4 feet) higher than the Halsema Highroad Point.

The DPWH conducted a survey in January 2019 to verify the claim of the local government of Tinoc. The survey found that Tinoc Highest Point is located in Gui’ngaw, Barangay Eheb in Tinoc, Ifugao, which is a part of the Cordillera Mountain Range.

The new highest point in the Philippine Highway System is located on a remote road that is not as well-traveled as the Halsema Highway. However, the views from the top are said to be even more spectacular.

The road to Tinoc Highest Point is a challenging climb, but it is well worth the effort. The scenery is simply breathtaking. From the top, you can see for miles in every direction, taking in the towering peaks of the Cordillera Mountain Range, the lush green valleys below, and the vast expanse of the Philippine Sea.

Visitors who have made the journey to Tinoc Highest Point have described it as an “epic” and “life-changing” experience. They have said that the views from the top are simply “breathtaking,” and that the sense of accomplishment is unlike anything else.

“I felt like I was on top of the world,” said one visitor. “I could see for miles in every direction. It was an incredible feeling.”

“It was the most challenging thing I’ve ever done,” said another visitor. “But it was also the most rewarding. I’ll never forget the feeling of reaching the top.”

The weather at the top of Tinoc Highest Point is typically colder than Halsema Highway, even during the hot summer months. The temperature can drop below 10 degrees Celsius at night, so it is important to be prepared for cold weather.

Whether you are a cyclist, hiker, or just a nature lover, Tinoc Highest Point is a place that you will never forget. It is a place where you can challenge yourself, experience the beauty of the Philippines, and create memories that will last a lifetime.

In addition to the challenging drive, travelers can also enjoy the beautiful scenery, the rich history and culture of the area, and the many different activities that are available in the area.

Here are some of the things that travelers can do in the area:

• Hike to the top of Tinoc Highest Point and enjoy the panoramic views of the Cordillera Mountain Range.
• Visit the traditional rice terraces, which are UNESCO World Heritage Sites.
• Learn about the Ifugao people and their culture.
• Go camping in the mountains and enjoy the peace and quiet.
• Visit the local villages and experience the local culture firsthand.

The Kiangan-Tinoc-Buguias Road is a 45-kilometer (28-mile) long road that connects the towns of Kiangan and Buguias in Ifugao. The road was built in the 1970s and is not as well-maintained as the Halsema Highway. However, it is open to all vehicles, but it is recommended to drive a four-wheel drive vehicle.

Here are some routes for bikers and cyclists:

• Kiangan to Tinoc to Buguias: This is the most popular route for bikers and cyclists. It is a challenging climb, but the scenery is simply breathtaking. The road winds its way through the mountains, offering stunning views of the Cordillera Mountain Range.
• Buguias to Tinoc to Kiangan: This is a shorter route, but it is still challenging. The road is more technical than the Kiangan to Tinoc to Buguias route, so it is a better option for experienced cyclists.
• Tinoc Loop: This is a challenging loop that takes you around Tinoc Highest Point. The route is about 50 kilometers long, and it offers stunning views of the surrounding mountains.

No matter which route you choose, you are sure to enjoy the challenge and scenery along the way. And once you reach the top of Tinoc Highest Point, you will be rewarded with stunning views of the Cordillera Mountain Range.

Here are some additional tips for bikers and cyclists:

• Be sure to be in good physical condition before attempting to bike or cycle to Tinoc Highest Point.
• Bring plenty of water and snacks, as there are only few stores or restaurants along the way.
• Wear comfortable and weather-appropriate clothing.
• Be aware of the weather conditions, as the temperature can drop in the afternoon.
• Be prepared for challenging terrain, as the road is not well-maintained in some areas.

PCSUPT Dennis Lingat Basngi, a son of a former miner from Sabangan, Mountain Province and a member of the Philippine Military Academy Class of 1988, was promoted to Police Chief Superintendent with Philippine National Police Director General Ronald Dela Rosa presiding his promotion on June 29, 2017 at the PNP National Headquarters in Camp Crame, Quezon City.

Basngi is best known to the Philippine National Police under his alias “Bangis” because of his reputation for volunteering in conflict-stricken parts of Mindanao, where police leadership is needed.

His credentials for police operations and intelligence enabled him to be elected by the PNP.

The PNP-Special Action Force (SAF) is now headed by Basngi as the current deputy director along with fellow Igorot general Benjamin M. Lusad from Bontoc, Mountain Province.

PCSUPT Dennis Lingat Basngi: Personal life, Education, and Awards

Young Basngi completed his primary education at Philex Elementary School in 1975 and then continued his secondary education at San Alfonso High School in Sabangan, Mountain Province where he graduated in 1979.

He enrolled as an engineering student at Saint Louis University in Baguio City while working as a laborer until he decided to enter the Philippine Military Academy Class of 1988.

Basngi is a recipient of numerous medals and commendations in the military and police service.

You may not have heard of Basngi’s accomplishments as a bemedalled policeman, as he was assigned outside the region. He held various positions in various police units and orders in Luzon, Visayas, and Mindanao.

Before he was posted to the PNP-SAF, he was appointed director of the provinces of Misamis Occidental and Ilocos Sur; city director of Iloilo and Zamboanga City during the breakout of the Zamboanga siege in September 2013.

He was awarded the Medal of Kadakilaan for successfully leading the Zamboanga police force until the city was liberated from armed groups and during the rehabilitation period.

A son of the late Faustino Hamada Basngi and Alfonsa Agaled Lingat, the Igorot general is married to Bernadette Tabao, with whom he had a 12-year-old son Denber Kenzo.

The 53-year-old Basngi will retire in December 2018 reaching the mandatory retirement age of 55.

2LT Brent “Fengag” Kotoken Alawas, proud Igorot from Mountain Province, graduated as Top 3 of the Officer Candidate Course (OCC) Class 56 “IKARIGATAK” 2022, on October 20, 2022, at the Headquarters Training and Doctrine Command, Camp O’Donnell, Capas, Tarlac.

2LT Alawas, a native of Bontoc, Mountain Province, was 3rd among the 229-strong graduating class. He is the son of Prime Bishop Brent Harry W. Alawas of the Episcopal Church in the Philippines.

2LT Brent Alawas, Igorot from Mountain Province, ranks 3rd in the Officer Candidate Course Class 56 IKARIGATAK 2022.

The OCC is a pre-entry training conducted on Cadets and Officer Candidates to be assigned to the regular force in the Philippine Army. It aims to provide a progressive, efficient, and balanced training course that will equip Cadets and Officer Candidates with the necessary knowledge, skills, and attributes prior to their commission.

The course has three main programs namely: Basic Military Training; Officer Training; and Army Warfighting Functions, which will run an average of 50 weeks of training. Upon completion of the course, graduates will be commissioned as Second Lieutenants in the Philippine Army.

Meanwhile, fellow Cordilleran from Baguio City, 2nd Lieutenant Jerald Garcia, finished Top 1 in the class.

2nd Lieutenant Lei Vanette Alangui is a proud Igorota from the Applai tribe of Sagada, Mountain Province, Philippines. She is one of the elite pilots of the Philippine Air Force (PAF) who operates the A-29B Super Tucano, a turboprop attack aircraft.

Alangui is a registered nurse who joined the PAF in 2018. She underwent rigorous training for 15 months, and graduated as a pilot in 2019. She is now assigned to the 15th Strike Wing, which is responsible for conducting counterinsurgency and special warfare operations.

Alangui is proud to be a part of the PAF and to be able to serve her country. She is confident that the A-29B Super Tucano will be an effective tool in the fight against insurgency.

Antamok Mines in Itogon, Benguet circa 1937

Finalists Maynah and Jozef Borja Erece bring the Filipino trait of “Puso” to a whole new level through the novel “Three Worlds” as a Festival release!

Maynah Borja-Erece, author of ” Three Worlds” organizes over 400 multicultural performers in a Festival of culture and talents in song, dance and art.

Fil-Australian siblings Maynah and Jozef Borja Erece are no strangers to overcoming adversity, physical challenges, trials and tribulations throughout their academic lives. Today, they advocate to be voices for people whose stories will never be told. Their advocacy has led them to organise the annual Grand Autumn Festival in Springfield and their efforts have been acknowledged as finalists in the Awards Australia- 7News Young Achiever Awards to be presented on May 19, 2023.

The young leaders with advise from their elders have created a family friendly multicultural festival where hundreds of volunteer performers and thousands of guests gather over a weekend for a family-friendly festival complete with live performances, food stalls, and cultural exhibits in promotion of multicultural solidarity in our local communities and beyond. The centrepiece of the Festival is the international launching of the novel, Three Worlds.

It is a historical fiction narrative about three characters growing up post Noli me Tangere. It will place the readers through contemporary Philippine history from the eyes of people who lived through them. I hope that every Filipino in their lifetime will be able to read what we have to share as it elevates the uniquely Filipino trait of “PUSO” to a whole new level of understanding. The young leaders continue to spearhead the Grand Autumn Festival in Springfield, formerly the Philippines-Australia Autumn Festival that has survived the recession, the global pandemic and continuing supply chain and funding problems. The evolution of the festival this year from its original inception as the Philippines-Australia Autumn Festival represents the ongoing progress in local communities and the world at large from partition and segregation to multiculturalism, agapé, and shared destiny. The vision is an annual national destination event at Greater Springfield represented by the diverse stories, backgrounds, and journeys that have brought us here and made us who we are.

Maynah graduated with a Double degree, a Bachelor in Arts (Creative and Critical Writing) and a Bachelor in Science (Psychology) with Distinction (summa cum laude) while maintaining her academic scholarship throughout her studies, and Jozef was once history’s youngest lawyer with two Masters degrees, Master in Laws (summa cum laude) and Masters in Corporate Law (magna cum laude).

Jozef Erece (co-author of Three Worlds) together with the Mayor Teresa Harding, Member of the Parliament Chariz Mullen and Speaker of the House Milton Dick joined by the Festival advisers-Jennifer Todkill, Violet Van Haas and Eleanor Erece.

From Saturday, 27 May 2023 – Sunday, 28 May 2023, the Robelle Domain Parklands in Springfield Central, Queensland will form the venue Saturday will prominently feature the cultural showcases with Sunday bringing family fun to the fore. There will be a lineup of attractions and entertainment including traditional performances by representatives of local cultural groups, live music, and contemporary solo and group vocal and dance numbers featuring local talents. To add to the excitement this year, the Saturday evening block is set to showcase an original theatre in the park experience entitled Our World, a production centred on themes of friendship, empathy, cultural identity, and the universality of the human experience created for the stage by Maynah herself.
